The City of La Mesa was incorporated on February 16, 1912 as a General Law city. It is a Council/Manager form of government, wherein the Council sets policy and gives direction on all matters concerning the City. The City Manager is responsible for carrying out Council policy and overseeing the day-to-day operations of the City.
The La Mesa City Council consists of four Councilmembers and the Mayor. The Councilmembers are elected at-large for a four-year term of office. Two Councilmembers are elected at each November General Municipal Election in even-numbered years. This means at least two Councilmembers are up for election every two years. The Mayor is directly elected to a four-year term during the General Municipal Election in November. Council/Mayoral elections are non-partisan, and members are elected as at-large representatives for all the citizens.
